Move to expand port authority — key to funding St. Louis soccer stadium — may face delay

The port authority can establish Port Improvement Districts and levy up to a 1 percent sales tax per district. City leaders have identified that tax as one part of a 3-percent stadium-only tax that will help fund the $250 million stadium proposal.

Some aldermen, however, still question the need to expand the boundaries citywide and worry that they won’t have oversight of key port powers, such as eminent domain and tax abatement.
