Suburban St. Louis resident Jamie Corley proposed the constitutional amendments to allow those exceptions up until viability, which typically is around 24 weeks.
“This is a repeat criminal. This isn’t the first time he has terrorized our community, but it’s definitely the last,” Madison County State's Attorney Tom Haine said.
Missouri was one of just three states that had limited patient access, in which treatment was limited to those with a prescription or a previous medical diagnosis.
The lawsuit is the latest legal battle for Delta, which is trying to reverse its license suspension and is asking a Cole County judge to overturn the recall.
The lawsuit says that the hospital failed to provide 60 days advance written notice of a mass layoff to employees or staff, as required by the federal WARN act.
