Basements and vehicles in Hazelwood and Florissant were completely in ruins.

Stray Paws Rescue staff said the water was up to their big dogs' chests, but was too deep for the puppies who didn't survive.

"Before I called 911, I was calling my neighbors to make sure they were awake."

“Everything just came across the tracks,” said Jason Hare. “This morning, we were looking out our window and we had to evacuate because it was going so high.”
