Saint Louis Public Schools is making changes when it comes to spending at the central office. A new credit card freeze is one of several changes the district is making as it works to regain trust. Former Superintendent Keisha Scarlett had a credit card, and several of her staffers did, too. Missouri is heading toward its first fiscal year with declining revenue in more than a decade — and the first in living memory during a growing economy — according to the latest estimate of state tax revenue. Pat McBride, an Olympian and National Soccer Hall of Fame inductee known as "Missouri's Father of Soccer," died Wednesday at the age of 81, friends of the family confirmed. He was born Nov. 13, 1943, in St. Louis. Cahokia Heights reaches deal with EPA, DOJ over alleged violations of Clean Water Act, ordered to make fixes

Cahokia Heights, Illinois, will be required to make dozens of improvements to its sewage system if a proposed consent decree with the Department of Justice and the Environmental Protection Agency is approved by a judge.
