Another Federal Emergency Management Agency (FEMA) disaster recovery center in the St. Louis area will open Tuesday to help people affected by flash flooding in late July, the second in less than a week.

A ribbon-cutting ceremony was held Saturday morning for the Jack C. Taylor Visitor Center. To celebrate the grand opening, the garden offered free admission to all visitors Saturday and Sunday, sponsored by Pohlmann Legacy.
