CDA Consolidated Plan (ConPlan) Citizen Advisory Committee Meeting

2025-2029 Consolidated Plan

The City of St. Louis - Community Development Administration (CDA) will hold a ConPlan Citizen Advisory Committee meeting to discuss the development of the 2025-2029 Consolidated Plan (ConPlan) for the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs. CDA seeks input on the following topics as we draft the next ConPlan:

• Affordable Housing: What should the city prioritize with approximately $25 million in annual funding? Rehabilitations, new builds, historic preservation, missing middle, senior housing, or affordable rental developments? How can we improve access to safe and affordable housing in St. Louis?
• Economic Development: Should we focus on small business assistance, job creation, workforce training to stimulate economic growth, or something new?
• Public Services: What public services are most crucial to St. Louis' needs? Mental health, child care, senior services, transportation—where should resources be directed? Which social support services need more funding to better serve our community?
• Neighborhood Revitalization: How should we address the issue of vacant properties? Through stabilization, demolition, or green space development? What types of public infrastructure and facility improvements should we prioritize?

The public is invited to ask questions and give comments to the ConPlan Citizen Advisory Committee and CDA staff at the meeting.
