Draft 2024 Consolidated Annual Performance and Evaluation Report (CAPER)
The City of St. Louis - Community Development Administration (CDA) will be soliciting comments on its draft 2024 Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is a comprehensive review of housing and community development activities undertaken in 2024 by the City of St. Louis. It is part of the Consolidated Planning process, which is a prerequisite to receiving funding allocations from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPwA).
Public Hearings Notice/Public Comment Period
CDA will conduct a hybrid virtual/in-person public hearings on Wednesday, March 26, 2024, at 1:00 PM. The purpose of this hearing is to solicit public comments on the 2024 CAPER before its submission to HUD.

The 2024 CAPER will be available in draft form for review by any interested citizen before submission to the U.S. Department of Housing and Urban Development on March 12, 2023 on the CDA website: www.stlouis-mo.gov/CDA/

The views of citizens, public agencies, and other interested parties are encouraged. Written comments or suggestions for the proposed 2024 CAPER may be addressed to the Community Development Administration, 1520 Market, Suite 2000, St. Louis, MO 63103 or via email at CDA@stlouis-mo.gov. Written comments will be accepted until March 27, 2025 at 5 PM
