St. Louis Small Businesses Struggle for Success—Can Cannabis Tourism Make a Difference?
Green Light District Celebration 2025 introduces the Puff Puff Passport and a bold vision for local economic revival.
ST. LOUIS, MO — In the heart of South City, a street-wide celebration is asking a bold question:
Can cannabis tourism revitalize St. Louis’ small business economy?
From April 18–20, the Green Light District Celebration 2025 returns to Cherokee Street for its third year, offering a creative, cannabis-positive model for community-driven economic growth. The weekend will feature live music, infused classes, art, food, wellness, and the debut of a brand-new local-first initiative: the Puff Puff Passport.

What is the Puff Puff Passport?
It’s a free digital and print pass that turns Cherokee Street into a rewards-based scavenger hunt. Attendees collect “toke’ns” by visiting participating businesses, unlocking exclusive deals, and earning prizes.
This isn’t just a weekend event—it’s a pilot for a year-round strategy to help people discover and support local shops all year long.

Why It Matters
Missouri’s small business survival rate is just over 55%. Cannabis tourism—done creatively and ethically—could become a sustainable source of local economic activity.
Green Light District is more than a celebration. It’s a proof-of-concept that cannabis culture can uplift communities and drive real value.

Who’s Behind It
Now in its third year, Green Light District is produced by the St. Louis Cannabis Club and The Cola Lounge. Founder Brennan England also authored a proposed bill to establish cannabis tourism as a formal part of the city’s economic and visitor strategy.

Why the Late Announcement?
This year’s launch was delayed due to a serious health crisis experienced by England, who at one point faced hospitalization. Once stabilized, the event was scaled to a manageable and meaningful format. With media support, it can still shine.
