Passcode: 239805, at which time citizens may be heard on the property tax rates proposed to be fixed for the current year for the Community Mental Health Fund and the Community Children’s Services Fund, by the City of St. Louis Mental Health Board. The tax rate shall be fixed to produce revenues which the budgets for each fund show to be required from the property tax for the fiscal year beginning July 1, 2024. For the Community Mental Health Fund, a rate of $0.09 on each $100 assessed property value was authorized by the vote of the people on November 3, 1992. For the Community Children’s Services Fund a rate of $0.19 on each $100 assessed property value was authorized by the vote of the people on November 2, 2004. For the Community Children’s Services Fund an increase to a rate of $0.2443 on each $100 assessed property value was authorized by the vote of the people on November 3, 2020. The maximum tax rate permitted by Article X, Section 22 of the Missouri Constitution and Section 137.073, R.S.Mo for the Community Mental Health Fund is $0.0895, and for the Community Children’s Services Fund is $0.2443. These amounts, plus an additional amount which may be approved by the Missouri State Auditor’s office as provided by Sec. 137.073(2)(a) and (b), R.S.Mo are proposed to be adopted, which will produce substantially the same revenues as required by the budget.
