WOOD RIVER - Madison County Coroner Stephen P. Nonn is identifying a Wood River female who died as a result of a structure fire in the 800 block of State Street, Wood River, Illinois on Wednesday morning, Jan. 24, 2024. The initial call was dispatched at 5:14 a.m. The victim is identified as one: Donna W. Nance, 81, female/white – DOB: 08/27/1942, Wood River. An autopsy examination has been completed and positive identification was made from an implanted surgical medical device. Preliminary findings are that the decedent suffered from probable smoke inhalation and significant heart and lung disease. A final cause of death will be issued upon completion of routine toxicology testing along with carbon monoxide testing. The cause of the fire remains under investigation by the Wood River Police Department, Illinois State Fire Marshal's Office, Madison County Coroner’s Office, and the Wood River Fire Department. MOUNT VERNON – The Illinois State Police (ISP) Division of Patrol Troop 10 has announced the arrest of 48-year old Mikhail V. Subbotin of Lawrenceville, GA for Possession of Cannabis – More than 5,000 grams, Cannabis Trafficking, and Possession with Intent to Deliver Cannabis. On January 17, 2024, at approximately 11:41 a.m., a trooper patrolling in the area of Interstate 64 eastbound near milepost 71 observed a vehicle driving at speeds above the posted speed limit and initiated a traffic stop. The Trooper spoke with the driver, now identified as Subbotin. The smell of cannabis emitted from the vehicle and a consensual search of the vehicle revealed several boxes filled with suspected cannabis. With assistance from ISP Southern Illinois Drug Task Force, over 400 pounds of cannabis was removed from the vehicle. The case was presented to the Jefferson County State’s Attorney’s Office and the above-mentioned charges were approved. Subbotin is in custod

EDWARDSVILLE - A wide variety of charges including damaging a gravestone, attempting to elude police, and “deceptive practices” have been filed in Madison County, according to court documents released last week. Demontez L. Spruill, 22, of Maryland Heights, Mo., was charged by the Alton Police Department with unlawfully causing damage to a gravestone on Jan. 14, 2024. According to court documents, Spruill “willfully and knowingly defaced, vandalized, injured, or removed a gravestone or other memorial, monument, or marker commemorating a deceased person or group of persons.” Specifically, Spruill reportedly knocked over the gravestone of someone buried at Upper Alton Cemetery. Spruill faces a Class 4 felony charge and was released upon his signature of a Conditions of Pretrial Release Order. James M. CHICAGO - Attorney General Kwame Raoul today charged a Lake County man with multiple felonies for allegedly orchestrating an internet scam that advertised puppies for sale to lure in its victims. Attorney General Raoul charged Mondum Hycenth, 41, of Round Lake, Illinois, with one count of theft, a Class 3 felony punishable by up to five years in prison; one count of wire fraud, a Class 3 felony punishable by up to five years in prison; seven counts of burglary, Class 2 felonies each punishable by up to seven years in prison; and seven counts of forgery, Class 3 felonies each punishable by up to five years in prison. CHICAGO - Attorney General Kwame Raoul announced that a federal appeals court upheld a court order that Illinois, the Federal Trade Commission (FTC), and six other states won against Martin Shkreli, who was previously convicted for engaging in illegal and monopolistic behavior as the CEO of Vyera Pharmaceuticals, previously known as Turing Pharmaceuticals. Raoul said the U.S. Court of Appeals for the 2nd Circuit affirmed the January 2022 lower court’s decision , which found that Shkreli violated both federal and state laws by engaging in an illegal scheme to maintain a monopoly over a lifesaving drug, Daraprim, after increasing its price by over 4,000%. Parker Parnell is a Tom Lane State Farm Insurance Male Athlete of the Month for the Eagles. He averages roughly four points a game for the Eagles but also averages 1.7 assists and 2.4 rebounds per contest. He is extremely valuable to the Eagles squad on both ends of the floor. "He will just continue to get better as he continues to play," Coach Green said of his sophomore players' skills. "He played varsity as a freshman and he played three quarters in a regional game against Triad and we almost upset them last year. He is having a good season." Parker had a "great" summer last year and also plays in a spring league in St. Louis, his coach said. Parker is also a CM football player. ALTON - A Formula 1 powerboat championship race is moving forward on the Alton riverfront following approval from Alton city officials at their meeting on Wednesday. The unanimous vote to approve followed a presentation from Cory Jobe, the President/CEO of the Great Rivers & Routes Tourism Bureau, who shared more details and insights into the powerboat race and its potential economic impact on Alton and the surrounding area. “I’m here tonight to speak in support of the ordinance in front of you to bring the F1 powerboat championships to the Alton riverfront this summer in June,” Jobe said at the meeting, adding that the city hasn’t held an event like this since the early 1990’s. EDWARDSVILLE - Edwardsville Township recently sponsored a community briefing about mental health. Attendees learned about local resources and organizations that can support people who live with or who have a loved one with a mental health disorder. Madison County Mental Health Board Deborah Humphrey, the Madison County Mental Health Board’s executive director , explained that the Board is a “community mental health authority” that helps fund providers and services throughout the county. Annually, the Board funds 14 to 16 providers and more than 30 mental health, substance use or developmental disability services. Agencies apply for funding through the Board every year. “We review applications. We look at them in terms of, ‘What is it that our community needs?’ We do a needs analysis every year. We do a one- and three-year plan to determine what things that we feel the direction we should go based on what’s current in the community.”

EDWARDSVILLE - Three individuals from around Madison County have been charged with battery in recent weeks, according to court filings which detail several cases of battery, domestic battery, and additional charges filed. Ashley E. Harvey, 42, homeless, was arrested by the East Alton Police Department and charged with one count of battery and one count for an offense “relating to motor vehicles,” according to court documents. On Dec. 24, 2023, Harvey allegedly caused bodily harm to a victim by biting them on the arm and possessed a vehicle that she allegedly knew was stolen. Harvey faces a Class 2 felony for the stolen vehicle charge and a Class A misdemeanor for battery. Court documents indicate she was released upon her signature of a Conditions of Pretrial Release Order. Kyle T.
