The proposed ordinance authorizes the Building Commissioner to develop policies and promulgate rules regulating short-term rentals, as defined herein, and creates a short-term rental task force to advise and assist the Building Commissioner in developing said policies, with the purpose of promoting short-term rentals in the City, providing equal opportunity for traditional lodging providers, and preserving residential neighborhoods, that are consistent with the Revised Code of the City of St. Louis, and other applicable laws and regulations, and containing an effective date. The Board of Aldermen does hereby advise the Board of Estimate and Apportionment that this Board shall not approve a budget for Fiscal Year 2020/2021 that includes funding to continue to fully operate the Medium Security Institution (MSI) commonly known as “The Workhouse” and requests of the Board of Estimate and Apportionment that it include in the Fiscal Year 2020/2021 budget a plan to close MSI and direct the savings of achieved through this closing of MSI to other areas of need within the community regarding public safety and human development activities.
