Attorney General Raoul Highlights New Law Going Into Effect

CHICAGO – Attorney General Kwame Raoul today highlighted a new law initiated by his office that will go into effect Jan. 1, 2026 and will improve medical care and treatment for sexual assault survivors by making important updates to the Sexual Assault Survivors Emergency Treatment Act (SASETA) and the Illinois Sexual Assault Nurse Examiner (SANE) Program. Granite City Man Detained On Child Sexual Assault, Abuse Charges

GRANITE CITY – A Granite City man recently charged with sexually assaulting and abusing a 5-year-old child is currently in custody. Frank D. Humphreys, 75, of the 1800 block of Bremen Avenue in Granite City, was charged on Dec. 26, 2025 with one count each of predatory criminal sexual assault of a child (a Class X felony) and aggravated criminal sexual abuse (a Class 2 felony). On Dec. 23, 2025, Humphreys allegedly committed an act of sexual contact against a 5-year-old female victim.
